EFFECTIVE DATE
SEC. 406. (a) Section 404 of this Act and the amendments made by section 403 of this Act shall take effect on the date of the enactment of this Act. (b) The amendments made by sections 401,402, and 405 of this Act shall take effect six months after the date of the enactment of this Act. Approved November 8, 1984.
