For an additional amount for "Arms Control and Disarmament Activities", $4,134,000. Of the amounts appropriated for the Arms Control and Disarmament Agency for fiscal year 1985, not to exceed an additional $10,000 shall be available for official reception and representation expenses. For an additional amount for the Board for International Broadcasting, "Grants and Expenses", $13,753,000: Provided, That notwithstanding section 8(b) of the Board for International BroadCasting Act of 1973, as amended, the amounts placed in reserve, or which would be placed in reserve, in fiscal year 1985 pursuant to that section, shall be available to the Board for carrying out that Act until September 30, 1986, of which (1) $4,900,000 shall be for the purpose of upgrading the pension benefits of pre-1976 Radio Free Europe/Radio Liberty retirees and widows; (2) $2,275,000 shall be used for upgrading the security of RFE/RL installations; and (3) the balance shall be applied toward the capital modernization plan. The appropriation under this head in Public Law 98-411 is amended by striking ": Provided" through "vacant".
