Hsu was attached to the Chinese delegation at Washington as councillor, at the same time representing the people of Shantung. He delivered numerous addresses during his stay in the United States and made many American friends. In June 1922, Mr. Hsu was appointed chief associate of Dr. C. T. Wang, director-General for the rehabilitation of Shantung Rights. In the same month, he received the Third Class Tashou Chiaho. In January 1923, Mr. Hsu was referred to the ministry of foreign affairs for appointment, and also received the Second Class Tashou Chiaho.
