I have scanned some of the diagrams into jpg format, cleaned up and improved the contrast ratios. Now I need to upload them, and attach as links to the appropriate text references. Any hints on proceeding would be appreciated. David

Presumably, they are works of the US Government, so they are Public Domain and can be uploaded to Wikimedia Commons. If there are a lot of files, I am able to batch upload them for you: just upload them as a zip/gz file to somewhere. Just a hint for future reference, diagrams are generally better stored as PNG files, since JPG compression disagrees with thin lines and hard contrasts, and the limited palette of colours in most diagrams agrees with PNG compression. This script: User:Inductiveload/Remove-paper-texture.scm may help you too: it automates removal of background paper texture, fiddles the levels, desaturates and sharpens. Help !! I have attached a png picture to the document, but it is over-size for the screen. Any suggestions about scaling please?
I re-sized the .png and floated it to the right side based on where you had the parenthesis -- without seeing the original report's layout I can't be sure it matches or makes sense there. Is the original in .PDF format? If so, it may be possible to convert it to .DJVU and uploaded into Wikisource library. Here's an example of one such conversion & upload based on a plane crash investigation report and the resulting article created in the mainspace.
