The old link from the GPO, "http://www.gpo.gov/fdsys/search/citation.result.FR.action?federalRegister.volume=(volume)&federalRegister.page=(page)&publication=FR", was broken, so I looked around a bit, and it seems all the documents from the GPO have been moved to govinfo.gov. Looked around a bit more and found this link format: "https://www.govinfo.gov/link/fr/(volume)/(page)?link-type=pdf" (from [1]), and took the liberty of replacing the old link in the template.
