It is hereby ordered that on Saturdays during July, August, and September, until further notice, four hours exclusive of time for luncheon shall constitute a day's work for mechanics, laborers, and other employees in the civil service at the manufacturing and supply arsenals and depots under the War Department, and in the offices of the division and department commanders and of the various staff officers at military, division, and department headquarters of the Army, and in the Engineer Department at Large, in the United States.
