EQUIVALENT MOTIONS.
71. Equivalent motions are those which have either the same effect, or effects exactly opposite to each other, or those which exactly deny a proposition already decided—for example—if a motion or resolution approving any action has been adopted, or rejected, it would not be in order to offer a motion or resolution disapproving of such action. Since the question to be decided by the assembly is the same—an affirmative vote in one case is equivalent to an negative in the other—a decision on one question decides the other.
