LETTER OF INSTRUCTION No. 22

To: The Secretary of Public Works and Communications

In order to facilitate the implementation of the program of reforms of the Government, and in relation to your letters both dated September 30, 1972, recommending the separation from the service of certain employees who were either absent without leave (AWOL) or on leave without pay for quite a long time or with pending cases in that Department, you are hereby directed to dismiss immediately Rodolfo Caracay in accordance with your recommendation and to consider the following dropped from the service for having failed to return to work after the expiration of their approved leaves:
