Inner Temple tutor in constitutional law and legal history 1871-5, formerly counsel to the Post Office on Western circuit, a student of the Inner Temple 18 Jan., 1850 (then aged 26), called to the bar 17 Nov., 1852 (eldest son of late Rev. James Hooper, rector of East Lydford, Somerset); born 7 Nov., 1823; unmarried.
