Stewart, Jr., Judge, on cross motions for summary judgment requiring the Administrator of the Environmental Protection Agency to place lead on a list of pollutants maintained under Section 108(a)(1) of the Clean Air Act as amended, 42 U.S.C. § 1857c-3(a)(1).
