(4)to follow (2) and (3) when ordered by the Department of Agriculture to perform assisting duties in the area of another province, and to immediately go to render the assisting duties and make a report to the Commissioner of the Province to which he belongs in the event of emergency where he receives a note from a local administrative officer stating that an epidemic has occurred in the area of a nearby province and his assistance is requested.
