In exercising the freedoms described in paragraph 1, persons are protected from any act done by the State to abridge or impair their due benefits because the religion, religious sect, or religious cult they profess or the rite they perform according to their belief is different from that of others.

Section31.No person shall undergo a criminal punishment, save where he has committed an act which the law in force at the time of its commission prescribes to be an offence and designates a punishment for, and the punishment to be inflicted upon him shall not be more serious than that prescribed by the law in force at the time of the commission.

Section32.In a criminal case, the alleged offender or accused person shall be presumed to be innocent.

Before a final judgment declares any person guilty of an offence, such person shall not be treated as if being an offender.

An application for bailing out an alleged offender or accused person in a criminal case must be considered and no excessive bail shall be exacted. Denial of the application must be based upon a reason according the criteria prescribed
