or during the time a state of emergency is announced by a royal command, or during the time the martial law is promulgated. However, this must be executed by virtue of a power under a provision of the law enacted in accordance with the stipulations of paragraph 2.
No money nor other property shall be given by the State to aid[1] a newspaper.
Section36.Persons do have full freedom of education, when such education is not adverse to the duties of the citizens according to a law on education and is not contrary to the law on allocation of educational institutions.
State and municipal educational institutions must, in admitting persons for education, treat them equally[2] according to their abilities.
Section37.Persons do have full freedom to assemble peacefully and without weapon.
Such freedom shall be restricted only by virtue of a provision of law [and] only in the event of a public assembly and
