further proclaims and publishes the determination of the British Government to suppress the use and exercise of arms and military weapons and accordingly requires all persons inhabiting the said Zemindaris to discontinue the use of such arms and weapons. In order that no inducements may be wanting to the surrender of muskets, matchlocks and pikes, .and in order that no person may be subjected by this Proclamation to a loss of his personal property, the Right Honourable Edward Lord dive, Governor-in-Council aforesaid, further proclaims that he has authorized the Collector to pay the value of such weapons to the person delivering them, at the following rates : —

For each musket ... Rs. 10

But whereas it has been usual for the said Zemindars to keep in their pay, for purposes of external pomp and personal splendour, certain establishments of peons bearing arms,
