I ſhould have deſired to be born in a Country, where the Sovereign and the Subjects could have but one and the ſame Intereſt, that all the Motions of the Machine might neceſſarily tend to the Welfare of the whole; and, as this cannot happen unleſs where the Sovereign and the Subjects are but one and the ſame Perſon, I muſt of courſe have deſired to be born under a democratical Government, wiſely tempered.
