In the latter city the construction of a mole was begun in the harbor and other improvements made. Much was done at this time to promote education of a more primary nature than had been undertaken before. Lyceums were established in all the capitals of the provinces, and in them certain studies were made obligatory, such as the different branches of the sci- ences. There was soon almost a revolution in the methods and studies of both the public and private schools.
