appeal from his decision. If the Commissioner charged shall be found guilty he shall be removed by the Governor, who shall file in the office of the Secretary of the Territory a complete statement of all charges made against such Commissioner and the findings of the Court thereon, with the record of the proceedings.
Section Two. The Commissioners appointed shall qualify within ten days thereafter, by subscribing under oath, before any officer empowered to administer an oath and filing the same with the Secretary of the Territory, to be by him preserved as a record of his office, that they are not at the time of their appointment directly or indirectly interested in any common carrier of freight or passengers, or the stock, bonds, mortgages or earnings of them and that they will support the Constitution of the United States and faithfully discharge the duties of their office.
Section Three. The Commissioners appointed shall not be, at the time of their appointment, directly or indirectly interested in any common carrier of freight or passengers, or the stocks, bonds, mortgages or earnings of them.
Section Four. The Commission shall meet and organize within five days after their appointment and qualification by selecting from among its members a chairman and a secretary who shall perform such duties as by this act provided and such others as may be required of them by the Commissioners. The Chairman shall be the presiding officer. The Secretary shall be the clerk of the Commission, shall keep a record of all proceedings and be the custodian of all records and files.
Section Five. The Commission shall keep an office at the capital which shall be open all of the time, legal holidays excepted, during regular business hours
