on the second Monday in January after the organization of said County of Greenlee, meet at the office of the clerk of the board of supervisors of Graham County, in Solomonville, and ascertain the exact amount of the total indebtedness of said Graham County at the close of business on December 31st, 1910, and shall make duplicate itemized lists thereof, each of which, and of the lists and statements in this section provided, shall be certified by the chairman of the respective boards of supervisors as correct, one of which lists or statement shall be retained by each of the board of supervisors as part of the public records of their respective counties. They shall also, at said time and place, make duplicate lists of all property, real, personal and mixed, including all public improvements and money in the treasury, owned by or belonging to the said County of Graham at the close of business on December 31st, 1910, and assess the value of the same. They shall also, at said time and place, make duplicate statements of the entire assessed valuation of all property in said County of Graham as fixed by the last assessment roll of said County, which statement shall show what portion of the entire valuation is included within the area herein embraced within the boundaries of Greenlee County. They shall also, at said time and place, make duplicate statement of the entire legal bonded indebtedness of the County of Graham, which said list shall show the nature and character of the bonds outstanding and the purpose for which the same have been issued; Provided, however, that should the board of supervisors of either of said counties fail, refuse or neglect to meet at the time and place and for the purpose above mentioned, then the board of supervisors which does assemble is hereby authorized to meet at said time and place perform the duties in this act directed, and to certify the lists and statement herein mentioned by the chairman of said board of supervisors; and said lists so certified
