General enlightenment and culture of the mass of the people than are any similar institutions in Australia. It is all very well to have a thorough system of State elementary education; but in these days we cannot stop there. If the Sydney and Melbourne Universities do not bestir themselves, I have no hesitation in saying, however offensive it may be to Australian vanity, that the Australian people, instead of being the best educated in the world, will share the distinction—with the Americans—of being the most generally half educated.
