The important function of the judiciary is to render sound decisions which should be stated clearly and limited to the question at issue. We have too many courts, too much litigation, and far too many reports.

The important function of individual rights is to stand guard day and night to prevent the government or any person or group of persons from trespassing upon the inherent rights guaranteed by the Constitution to every individual under its protection.

STATE GOVERNMENT

The diagram on the opposite page is an illustration of the State government organized as it should work under the guaranty of the Constitution. Section 4, article 4 of the Constitution guarantees to every State in the Union a republican form of government. It was contemplated that the Governor and legislative body would appoint heads of departments and their subordinates to cover the various fields of activity within the realm of State government.
