law has always recognized the sovereign's right to submit to suit. This court, for over twenty years, has recognized that the sovereign may waive its immunity and submit to suit. I would follow our precedent and I would hold that the General Assembly's abrogation of sovereign immunity found in Arkansas Code Annotated section 11-4-218 is constitutional.
