the benefit of small farmers have been discontinued since 1967 and have been replaced by readjustment grants given to farm owners and tenants agreeing to leave agricultural and retirement compensation. In the eight northern provinces, the agricultural boards are engaged in special rationalization programs, called KR-activities, aimed at mitigating the rapid depopulation of the north and providing agricultural reconstruction. Nearly half of all agricultural grants now go to such activities, which seek to increase northern holdings to 60 or 70 hectares of arable land and 400 to 500 hectares of forest land. In addition, the boards are seeking to raise the level of agricultural technology by enrolling approximately 200,000 persons a year in courses concerned with the use of better agricultural methods.

A general price support system sets minimum domestic agricultural prices at levels that provide an average income for "norm farms" (holdings of 20 to 30 hectares of agricultural land) equal to the average income of industrial workers in specified categories.
