The committee granted, by record vote of 8–4, a rule that provides for consideration of the Senate amendment to H.R. 3762. The rule makes in order a motion offered by the chair of the Committee on the Budget or his designee that the House concur in the Senate amendment to H.R. 3762. The rule waives all points of order against consideration of the motion. The rule provides that the Senate amendment and the motion shall be considered as read. The rule provides one hour of debate on the motion equally divided and controlled by the chair and ranking minority member of the Committee on the Budget or their respective designees. In section 2, the rule extends the staff deposition authority provided in H. Res. 5 to the Committees on Energy and Commerce; Financial Services; Science, Space, and Technology; and Ways and Means through the end of the 114th Congress. The Committee granted, by record vote of 8–4, a structured rule for H.R. 712. The rule provides one hour of general debate with 40 minutes equally divided and controlled by the chair and ranking minority member of the Committee on the Judiciary and 20 minutes equally divided and controlled by the chair and ranking minority member of the Committee on Oversight and Government Reform. The rule waives all points of order against consideration of the bill. The rule makes in order as original text for the purpose of amendment an amendment in the nature of a substitute consisting of the text of Rules Committee Print 114–37 and provides that it shall be considered as read. The rule waives all points of order against that amendment in the nature of a substitute. The rule makes in order only those further amendments printed in part A of the Rules Committee report. Each such amendment may be offered only in the order printed in the report, may be offered only by a Member designated in the report, shall be considered as read, shall be debatable for the time specified in the report equally divided and controlled by the proponent and an opponent, shall not be subject to amendment, and shall not be subject to a demand for division of the question.
