(3) Elections for membership of the Constitutional Council shall take place at intervals of three years and the periodical changes in the composition of the Council shall be so arranged that five members shall complete their term of office at one triennial election and six members shall complete their term of office at the next following tricnnial election, (4) Casual vacancies shall be filled as they occur by election in accordance with the provisions of sections 89 and 90. The term of office of any person who is elocied to fill a casual vacancy in the membership of the Council shall expire on the date on which the term of office of the member whom he replaces would have expired and such person shall not be eligible for re-election 85.
