(3) Whenever after the receipt of an adverse report of the Constitutional Council, the Bill 10 which it relates is amended by Parliament, the Speaker shall cause the Bill in its amended form to be submilled again to the Council in the manner prescribed by subsecuons (1) and (2) of this section. (4) On the application of the Chairman of the Constitu- tional Council, the Speaker may extend, as he thinks fit, the period of thirty days prescribed by subsection (2) of this section, where he considers it proper to do so on account of the length or com- plexity of any Bill or the number of matters for the time being under consideration by the Council or for any other sufficient reason. Any extension of time so granted shall be recorded in the Journal of Parliament. (5) The Speaker shall cause every report received by him from the Constitutional Council in pursuance of subsection (2) of this section to be laid before Parliament without undue delay. Where the Speaker receives no such report on a Bill within the time prescribed by subsection (2), or any extension thereof granted under subsection (4), of this section, that fact shall be recorded in the Journal of Parliament and thereupon it shall be conclusively pre- sumed that the Council is of the opinion that no provision of that Bill would, if enacted, be inconsistent with the Declaration of Rights (6) No Bill to which this section applies shall be presented to the Officer Administering the Government for assent unless it is accompanied by a certificate under the hand of the Speaker which shall state that-- (a) in the opinion of the Constitutional Council no provision of the Bill would, if enacted, be inconsistent with the Declaration of Rights, or (b) no report having been received from the Constitutional Council within the time prescribed or any extension thereof granted by the Speaker, the Constitutional Coun. cil :s presumed to be of the opinion that no provision of the Bill would, if enacted, be inconsistent with the Declaration of Rights or (c) notwithstanding the cpoich of the Construtional Coun. cil that some specified provision of the Bill wruld, if enacted. be inconsistent with the Declaration of Rights a motion for its presentation to the Other Administer- ing the Government for assent has been passed enici- (i) by the affirmative vote of not less than two-thirds of the total membership of Parliament, or
