(a) that provision has been revoked or amended by the authority empowered to revoke or amend it; or (b) Parliament has passed a resolution confirming that provision; the Oflicer Administering the Government shall cause to be pub- lished in the Gazette a notice that the provision in question is annulled as from that day, and thereupon the like consequences shall ensue as if the provision in question had been revoked as from that day by the authority empowered to revoke it (5) Any authority empowered to make a statutory instru- ment may, if it sees fit, submit to the Constitutional Council a draft of any such instrument it proposes to make and the Council shal! consider the same and shall inform that authority whether or not, in the opinion of the Council, any and if so, which provision of the instrument would, iſ made, be inconsistent with the Declara- tion of Rights, but nothing herein contained shall relieve such authority from complying with the other requirements of this section when the statutory instrument is published in the Gazette Powers of Con stitutional Council in regard to legislation in force ou the appointed day 96. The Constitutional Council may examine any Act or statutory instrument in force and which was in force on the 1st November, 1962 and may make a report in regard to any provision of any such Act or instrument which, in the opinion of the Council, would be inconsistent with the Declaration of Rights if such Declaration applied thereto The Council shall send such report to the Officer Administering the Government and to the Speaker, and the Speaker shall cause such report to be laid before Parlia- ment without undue delay. In the case of a report on a statutory instrument made by an authority othci than the Officer Adminis- tering the Government, the Officer Administering the Government shall cause a copy of the report to be sent to that authority. Part 3-Procedure Duties of Chairman 97. (1) The Chairman of the Constitutional Council shall appoint, from among the members of the Council from time to time, a Deputy Chairman who shall carry out the duties of Chair. man on any occasion or for any purpose wher, for any reason, the Chairman is unable to act (2) The Constitutional Council shall meet on the sunimons of the Chairman (3) The Chairman, if present. shall preside at all meetings of the Council Whenever the office of Chairman is vacant or the
