In tho mean while archbishop Winchelsey 51 procured a bull from pope Celestine V. 5a giving him power to confer the bishopric of Llandaff, which he asserted had devolved on his Holiness by lapse, on the most fit person for tho office; whereupon, without consulting his majesty, he conferred it in March 1293-4 on 1297 Jonx DE Monmouth, S.T.P., a canon of Lincoln, by 3 Bdw. I. way of papal provision 53 ; but the archbishop hearing that Celestine had resigned before Monmouth had obtained the royal assent, and that pope Boniface had rescinded all his predecessor's acts, refused to confirm and consecrate him until he had obtained the sanction of the new Pope 54 , and his majesty's assent : tho latter he did not receive until 4th April 1295 55 , on which day the temporalities were restored to the new bishop ; but he was not consecrated before 1 oth Feb. 1 296-7 56 .
