J. Allen, lawyer, congressman, was born about 1810 in Georgia, Vt. He obtained a. liberal education at the university of Vermont, studied law and was admitted to practice in 1833. In 1837 he removed to the territory of Wisconsin;

and was a. member of the first constitutional convention of Wisconsin in 1846. He was elected to the state assembly in 1853, 1853 and 1863, serving the last year as speaker. In 1871-75 he was a state senate in 1856 and 1857. In 1871-75 he was a representative from Wisconsin to the forty-second and forty-third congresses. He died in Lancaster, Wis. Barber, John Childs, manufacturer, invenwas born Dec. 13, 1844, in St. Lawrence county, N.Y. In 1885-97 he was a master car builder for the Northern pacific railway company of St. Paul, Minn. He is the inventor of various railroad appliances; is the originator and patentee of the Barber trucks; and president of the Standard car truck company. Barber, John Jay, soldier, lawyer, artist, was born Sept. 31, 1840, in Sandusky, Ohio. He joined the volunteer army in 1863. He received no instruction in art; but in 1871 opened a studio in Columbus, Ohio. He devoted himself at first to landscapes, delineating scenes in the Muskingum valley.
