OF Whilst all the rest of the Allied countries are discussing reconstruction--including economic re- organization on national lines and the entire replanning oJ their transport systems--we in India are satisfied with considering constitutional reform, and trusting that the Government oJ India will take some action on the Industrial Commission's Report. Just as our msssure of political reform is mild in comparison with cataclysmic changes in progress in Europe; so are our ideas of economic progress ]imi?d by the mild achievements of the past. It does not seem to be appreciated that in the great march of civilization any country which fails to advance with the rest falls back upon relatively. Thus a campaign of India, if she does not enter rapid development of her resources may soon lose that international position which has' been won for her by the valor of her soldiers. May the governors and leaders of the p?ople in times o! peace not be found lss effective than the generals and captains of war!
