^^ Mr. President: I am instructed to report a set of resolu- tions in connection herewith, for providing some remedy against the unlawful seizure of the arms and other property of the State of Georgia, by the authorities or people of oth- er States, and which report is also made at the suggestion and request of his Excellency the Governor of this State.

Whereas^ late events indicate a disposition upon the part of certain persons at the North, either under the authority of the State officers, or in unruthorized bands to seize and retain arms and ammunition intended for the seceding States, and wheras, Georgia cannot and will not tolerate any such interference with her rights, under the Laws of Nations therefore:
