The Legislature of Louisiana, appointed Mr. Livingston, in 1820, to prepare a Penal Code for that State, which was submitted in 1822, and re-published, with its concomitant parts, in one volume, 1834. The Penal Code, for Louisiana, was not adopted, and the author subsequently be- stowed a good deal of labour upon a Criminal Code for the United States, but all to no practical purpose, for notwithstanding its humane and excel- lent provisions it never obtained an authoritative sanction. No single writer, except Jeremy Bentham, has written so much upon Codification, or as learnedly, as Livingston. His Codes are much admired for their philosophy, apparent practicability, and the characteristic wisdom of their provisions, which place their author among the best writers upon legislation, but after thirty years ardent devotion to the subject, he had not the satisfaction of seeing his plans adopted, which proves the futility of attempting to introduce any fundamental changes in the laws of a country, which are found adequate to meet the wants of the people.
