it ought to be the ſtrongeſt ſhield in the nation.

That theſe ends may be fully anſwered, the army ſhould ever remain under the ſubordination and obedience to the executive power; it ſhall therefore take an oath, according to law, of fidelity to the nation, and to the King, and to maintain the national conſtitution. This national force, therefore, ſhall be employed for the general defence of the country, for garriſoning fortreſſes, guarding frontiers, and aſſiſting the civil power in the execution of the law againſt thoſe that are refractory.
