OBJECTS.-This Institution wa* established in 1839 in the City oi London, under the Presidency of the late Alderman Manner, for granting Pensions and Temporary Assistance to principals and assistants engaged as vendors of Newspapers.

MEMBERSHIP. -Every Man or Woman throughout the United Kingdom, whether Publisher, Wholesaler, Retailer, Employer, or Employed, is entitled to become a Member cf this Institution, and enjoy its benefits, upon payment of Five Shillings annually, or Three Guineas for life, provided that he or she is engaged in the sale of Newspapers, and such Members who thus contribute secure priority of consideration in the event of their needing aid from the Institution.

PENSIONS.-The Annuitants now number Thirty-six, the Men receiving 251. and the Women 20Z. per annum each.

The "Royal Victoria Pension Fund," commemorating the great advantages the News Trade enjoyed under the rule of Her late Majesty Oueen Victoria, provides VOL a year each for Six Widows of Newsvendors.

The " Francis Fund " provides Pensions for One Man, 251.. and One Woman. 2<., and was specially subscribed in memory of the late John Francis, who died on April 6, 1882, and was for more than fifty years Publisher of the Athenaeum, He took an active and leading part throughout the whole period of the agitation for the repeal of the various then existing "Taxes on Knowledge," and was for very many years a staunch supporter of this Institution.

The " Horace Marshall Pension Fund " is the gift of the late Mr. Horace Brooks Marshall. The employes of that firm have primary right of election to its benefits.

The "Herbert Lloyd Pension Fund" provides Z&l. per annum for one m-m, in perpetual and grateful memory of Mr. Herbert Lloyd, who died May 12, 1899.

The principal features of the Rules governing election to all Pension* are, that each Candidate shall have been (1) a Member of the Institu- tions for not less than ten years preceding application ; (2) not less than fifty-five years of age ; (3) engaged in the sale of Newspapers for at least ten years.

RELIEF. Temporary relief is given in cases of distress, not only to Members of the Institution, but to Newsvendors or their servants who may be recommended for assistance by Members of the Institu- tion. Inquiry is made in such cases by Visiting Committees, and relief is awarded in ccordance with the merits and requirements of tach case. W. WILKIE JONES, Secretary.
