The Charter on the Use of Seals states that the Seal of Wind-Eating Bird is for Phrayā Rātchaphakdī, Chief of the Department of Numbers whose duties deal with taxation. (Regarding this seal, only an impression has been obtained from an old sealed missive [see figure 30]. It is not known where the seal itself is being kept. It might have been lost a long time ago.)
