With the exception of putting a stop to war, and of indicating the broad general plan, Goliah did nothing. By putting the fear of death into the hearts of those that sat in the high places and obstructed progress, Goliah made the opportunity for the unshackled intelligence of the best social thinkers of the world to exert itself.
