LXVI. Provided always, and be it enafted, That it fliall and may be lawful to and for His Majefty, His Heirs and Succeilors, or to or for the Commiffioners of the Treafury, or any three or more of them, or the Treafurer of the Exchequer for the time being, out of the Duties arifmg by this A61, for or upon ftamp- ed Vellum, Parchment or Paper, to caufe fuch Sum and Sums of Money to be expended and paid trom time to time, for Salaries and other incident Charges, as fhall be necefl'ary in and for the receiving, co!le6t- ing, levying or managing of the fame Duties by this A£t granted; any thing in this Aft contained to the contrary notwithftanding. LXVII. Provided always., and be it further enafted. That as often as His Majefty, His Heirs or Suc- for altering the ceflors, fliall think fit to alter the faid Stamps or any of them, that the Proclamation, which is hereby in- tampsto e tended to be made for giving to all Perfons due Notice thereof, fliall within twenty Days after the Date thereof, be fent to the Mayor, Chief Magiftrate or other Head Officer of every City, Corporation, Bo- rough and Market Town, throughout the Kingdom of England., Dominion ol Wales., and Town oi Ber- ivici upon Tweed ; which Officers refpecStively fliall caufe the fame to be publiftied to the Inhabitants of fuch City, Corporation or Town, either on the next Market Day, or next Sunday in the Church immediately after the Time of Divine Service, upon Pain of forfeiting the Sum of two hundred Pounds, to be fued for by Aftion of Debt, Bill, Plaint or Information, in any Court of Record at Wejlminfter, wherein no Ef- foin, Proteftion, Wager of Law, Privilege, nor more than one Imparlance, fliall be granted or allowed ; the one Moiety of which Forfeiture to be to His Majefty, the other Moiety to fuch Perfon who fliall fue for the fame. LXVIII. And for the better Diftribution of the faid Vellum, Parchment and Paper, and that the Sub- jects may have the fame with more Conveniency and at an eafy Rate ; Be it enacted by the Authority afore- faid. That the Lord High Treafurer o^ England, or Commiffioners of His Majefty's Treafury for the time ■being, fliall once in every Year, at leaft, fet the Prices of all Sorts of ftamped Vellum, Parchment and Paper, that it fliall be fold at; and that the faid Commiffioners for the faid Duties upon Vellum, Parch- The Price to be meat, and Paper, fliall ftamp the faid Price fo let, upon every Skin or Piece of Vellum or Parchment, or itamped thereon. Sheet or Piece of Paper, fo by them to be fold ; and that the faid Commiffioners ftiall likewife allow and pay to every Perfon who fliall bring Vellum, Parchment or Paper to be ftamped (the Duty whereof fliall amount to the Sum of ten Pounds or upwards) after the Rate of fix Pounds in the Hundred Pounds ^(?r Jnniim for three Months, upon prefent Payment of the faid Duty upon the faid Vellum, Parchment and Paper, fo by them brought, over and above the like Allowance upon the fame Quantity by the faid former A(5i:s ; and that any Perfons that fliall buy of the faid Commiffioners or their Agents, Vellum, Parch- ment or Paper, the Duty whereof amounts to the like Sum of ten Pounds ar upwards, fliall have the fame Allowance. LXIX. Provided always.
