CAP. XXIV. An A6t for the further direfting the Payment of the Equivalent Money. WHEREAS b^^ the Treaty of Union, and fifteenth Article thereof, it is agreed. That 5«;/«3a' exp. {liall have an Equivalent for what the Subje£ls thereof {hall be charged towards Payment of the 5 Ann. c. S, Debts of Ejigland contr2i€te.d before the Union, in all Particulars whatfoever; and particularly, that the %^^°- i-c. 14' Sum of three hundred ninety-eight thoufand and eighty-five Pounds ten Shillings, fliould be granted to 398,085!. los. her Majefly as an Equivalent to Scotland, for fuch Parts of the Cuftoms and Excife there, as {hould be granted as an applicable to the Payment of the faid Debts of England, according to the Proportions therein fet down; Equivalent to and in Regard that after the Union, Scotlandhtcommg liable to the fame Cuftoms and Duties of Excifes Scotland, upon all excifeable Liquors as in England, as well on that Account as upon the Account of the Encreafe of Trade and People, the faid Revenues will much improve beyond the Values mentioned in the faid Article, of which no Eflimate could be made, it was agreed, That after the Union there fhould be kept an Account of the faid Duties arifing in Scotlaitd, to the end it might appear what ought to be anfwered to Scotland, as an Equivalent for fuch Proportion of the faid Encreafe as fliould be applicable to the Pay- ment of the Debts of England; and for the further and more effeftual anfwering thefeveral Ends therein after mentioned, it was agreed. That from and after the Union, the aforefaid whole Encreafe of the Revenues of Cuftoms and Excifes in Scotland therein expreffed, fhould go and be applied for the Term of feven Years to the Ufes therein fet down; and that upon the faid Account there {hould be anfwered ■ to Scotland annually, from the End of feven Years after the Union, an Equivalent, in Proportion to fuch Part of the faid Encreafe as {hall be applicable to the faid Debts of England; and generally that an E- quivalent fhould be anfwered to Scotland for fuch Parts of the Debts of England zs Scotland might there- after become liable to psij, by Reafon of the Union, other than fuch as are in the faid Article expref- fed; and as for the Ufes to which the faid Sum of three hundred ninety-eight thoufand and eighty-five ufes to which Pounds ten Shillings, and other Monies, which are to be anfwered or allowed to Scotland z.s aforefaid, the faid Sum is are to be applied, it was thereby agreed. That in the firft Place, the LofTes which private Perfons to be applied, viz. might -fuftain by reducing the Coin of Scotland to the Standard and Value of the Coin of England, might ^° "he^cofn" be made good; in the next Place, That the Capital Stock or P'und of the African and Indian Company Capital Stock of of Scotland advanced, together with the Intereft of the faid Capital Stock after the Rate of five Pounds the African and per Centum per Annum, from the refpe£tive Times of Payment thereof, fhould be paid; and as to the O- Indian Company, verplus of the faid Sum of three hundred ninety-eight thoufand and eighty-five Pounds ten Shillings, and alfo the whole Increafe of the faid Revenue of Cuftoms and Excife, above the then Values arifing during the Term of feven Years, vvith the Equivalent which fhould become due upon Improvement thereof, and alfo all other Sums, which, according to the aforefaid Agreement, {houlcl become payable to Scotland by Way of Equivalent, it was agrred. That the fame {hould be applied in Manner follow- . ing, vi%. that all the publick Debts of the Kingdom of Scotland, as {hould be adjufted by the then Par- Overplus- monies liament of Scotland, {hould be paid; and that two thoufand Pounds per Annum, for the Space of feven liow applied. Years, fhould be applied towards encouraging the Manufadure of Courfe Wooll, within thofe Shires which produce the Wooll; and afterwards the fame {hould be wholly applied for encouraging the Fifhe- ries, and fuch other Manufadtures and Improvements in Scotland, as may moft conduce to the general good of the united Ki.igdom: And whereas for preventing all Miftakes or Abufes which might hinder the ready Application of the aforefaid Money to the Proprietors and Others concerned in the Stock of the African and Indian Company of Scotland, conform to the faid Article, there was an Aft made in the laft Seffion of the laft Parliaiient of Scotland, intituled, ASi concerning the Payment of the Sums out of the Equivalent to the African Company, wherein it is, amongft other Things, enafted. That the Direftors of the faid Afiican and Indian Company of Seotland, fhould make up Accounts of the Sums advanced by Vol. IV. S 5 'the
