O S T Gracious Sovereign ; Whereas by an Aft of Parliament made and patted in the firfl: Year of your Majefty's Reign, intituled, An ASt for the better Support of bis Majefiy's Honjhold and of the Honour and Dignity of the Crown of Great Britain, feveral Rates and Duties of Excile, and a further "Sub- fidy of Tonnage and Poundage, and other Duties or Revenues, were granted or continued during your Majefty's Life (which God long preferve) and the fame, with feveral hereditary Duties and Revenues therein particularly fpecified (except as therein is excepted) were thereby enafted and declared to be for the Support of your Majefty's Houfhold and the Honour and Dignity of your Crown, fubjeft to fuch In- cumbrances and Savings as in the faid Aft are exprefled : And in and by another Aft of the faid firfl: Year of your Majefty's Reign (made among other Things) for enlarging the Fund of the Governor and Com- pany of the Bank of England relating to Exchequer-Bills, and for fettling an additional Revenue of one hundred and twenty thoufand Pounds per Annum upon your Majefty durinsr your Life, Provifion was made for Payment of the faid yearly Sum of one hundred and twenty thoufand Pounds for the Service of your Majefty's Houfhold and Family, and other your neceffary Expences and Occafions, during your Majefty's natural Life, out of the Monies of the Fund, commonly called the Aggregate Fund, therein mentioned and defcribed, in the Courfe and Manner thereby prefcribed : And in and by the Aft laft: mentioned, It is provided and enafted, That if the Revenues fettled or appointed for the Service of your Majefty's Houf- hold, and of the Honour and Dignity of your Crown, by the Aft firfl: above recited, together with the faid additional Revenue of one hundred and twenty thoufand Pounds per Annum, fhould, from the Feaft of Saint Michael the Archangel which was in the Year of our Lord one thoufand feven hundred and fifteen, at any Time during your Majefty's Life produce in clear Money more than the yearly Sum of feven hun- dred thoufand Pounds, then the Overplus of fuch Produce fhould go and be applied to fuch publick Ufes as in and by the Aft laft before recited are prefcribed, as in and by the faid feveral Afts (Relation being thereunto refpeftively had) may more fully appear : And whereas by reafon of feveral extraordinary Ex- pences arifen fince the making the faid recited Afts, divers Arrears of Salaries, Wages, Diet- Monies and other Allowances, and fundry Debts for Exemptions, Provifions and other Caufes, have incurred and grown due to your Majefty's Servants, Tradefmen and others, and do now remain unfatisfied, amounting to a very conliderable Sum in the Whole:' Now v/e your Majefty's moft dutiful and loyal Subjefts, the Commons of Great Britain in Parliament affembled, being dcfirous that your Majefty, in the Adminiftration- of your Civil Government, may not remain under any Difficulties in refpeft of the Arrears and Debts contrafted as aforefaid ; and that therefore a Sum not exceeding five hundred thoufand Pounds may be raif- ed, to enable your Majefty to difcharge Debts and Arrears, by Sale of Annuities, to be charged and fe- cured upon a yearly Fund to be anfwered and paid out of the faid Revenues, but to be redeemable by fuch From 24 July 1721, a certain yearly Fun- to be computed at 5 1. per Cent, to be fettle! f .rail the Annuities to be purcbafcdon this A<3, till re- deemed.
