And whereas many Perfons concerned in Trades, who employ great Numbers of Journeymen, ' Workmen, Servants, Labourers, and other Artificers, deal in Spirituous Liquors, and retale the fame ' at exceflive Rates to Perfons working under them;' Be it further enacted by the Authority aforefaid, That from and after the faid twenty-ninth Day of September one thoufand feven hundred and thirty-fix, gJanteTto'Ver- no Licence fhall be granted to any Perfon or Perfons whatfoever, for felling by Retale any Spirituous fons keeping Liquors or Strong Waters whatfoever, except to fuch Perfons only who fhall keep publick Victualling;- Viftuaiiing- houfes, Inns, Coffee-houfes, Ale-houfes, or Brandy-fhops, and ufe or exercife no other Trade whatv ^°" only"" 15 ' foever ; and if fuch Licences fhall be granted, the fame are hereby declared void to all Intents and Purpofes. _ _ XI. And be it enacted by the Authority aforefaid, That if any Perfon or Perfons fhall, from and af- Perfons paying ter the faid twenty-ninth Day of September one thoufand feven hundred and thirty-fix, agree or con- *?jJnzmtns tract with any Journeyman, Workman, Servant, Labourer, or other Perfon employed by or working wages in so- under him, or them refpectively, in Manner following; that is to fay, If fuch Mafter, Miftrefs, or rituous Liquors, other Perfon or Perfons, fhall agree to pay fuch Journeyman, Workman, Servant, Labourer, or oth^R^i^" 1 " 1 Perfon employed by or working under him, her or them, or under his, her, or their Direction, fo' , much Money for Wages, and fuch a Quantity of Spirituous Liquors or Strong Waters, as together with fuch Money fhall amount to the Value of the Wages as fhall be ordinarily and ufually paid for the Work fuch Journeyman, Workman, Servant, Labourer, or other Perfon, fhall be employed in, or fhall fet off, flop or deduct, all or any Part of the Wages or Hire due to fuch Journeyman, Work- nd foifdt j man, Servant or Labourer, for any Spirituous Liquors or Strong Waters delivered to them by him, her or them, or any other Perfon, ■ fuch Perfon or Perfons, fo offending, fhall be deemed a Retaler withhi J ou ™ e y™*"' the Meaning of this Act, and fhall, for every Offence, forfeit the Sum of twenty Pounds over and above his' whole all other the Penalties and Forfeitures impofed by this Act ; and fuch Journeyman, Workman, Servant, Wages, not- Labourer, or other Perfon, fhall be intitled to his or her whole Wages, notwithstanding any fuch Agree- J^ 1 , 1 ']^"! 5 ment, fetting off, flopping, or deducting, and fhall have the like Remedy in Law for the lame, as if all n ient. or any Part of fuch Wages were not paid. XII. Provided always.
