D. 1730. any fuch Matter (hall refufe or neglect to obferve and obey the Directions of Rich Owner or Owners, given under his or their Hands in Writing, or fliall refule to give Rich Account, being likewife there- unto required by an Order in Writing under his or their Hands, he ihall for every fuch Offence for- feit and pay the Sum of one hundred founds : Provided neverthelefs, That in Rich Directions there be nothing contained which (hall relate to the reftraining or inhancing the Price of Coals in the River of Thames, or to keeping of Turn in delivering of Coals there. ' X. And whereas by ancient Cuftom in the Port of London, one Chaldron of Coals is allowed in to ' every Score bought on board Ship, and fo in Proportion for a greater or leffer Quantity, which is ' called Ingrain, notwithftanding which many Perfons dealing in Coals do load the fame from on

f^'"- 1 * "'» K }' ^ e j* therefore further -enacted by the Authority aforefaid, That all Lightermen and other Perfons JpgTainKjfor- dealing in Coals, who (hall from and after the twenty-fourth Day of June one thoufand feven hun- f«t 100I. dred and thirty, fell to any Perfon or Perfons any Parcel or Quantity of Coals as and for Pool Mea- fure, videlicet, fuch Meafure as is ufually given or allowed in the Pool or River Thames, including the aforefaid Ingrain, and fliall not juftly and without Fraud deliver to fuch Perfon or Perfons, Buyers or^ Conlumers thereof, the full Quantity of Coals fo fold, and accordingly meafured from on board Ship to fuch Lighterman or other Dealer in Coals, by the Meter, together with the Ingrain thereof, fuch Lighterman or other Dealer in Coals fhall for every fuch Offence torfeit and pay the Sum of one hundred Pounds. XI. And for the better difcovering and preventing Frauds and Abufes in the meafuring of Coals, and Coal Sacks to the Encouragement of the fair Trader therein, Be it further enacted by the Authority aforefaid, That taarked dand ' lom arlc ^ a ^ ter t ' le ^ ^ ay Auguft one thoufand feven hundred and thirty, all Coals which fhall be landed at any Wharf, Dock, or other landing Place on the River Thames, or on any Creek or Branch adjacent or near thereto, and which (hall be carried to any Place or Places within the Cities or Suburbs of London or Wejtminjler, or the Bills of Mortality, in any Car, Cart, Waggon, or other Carriage of any Denomination whatfoever, ihall be carried to the refpective Buyers thereof in Linen Sacks, fealed and marked with white Paint in Oil at Guild-Hail, London, or at the Exchequer Office at Weflmhtfter, Dimenflon of by the proper Officer there ; which Sacks (hall be full four Feet and two Inches in Length, and fix and the Sacks. twenty Inches in Breadth, after they (hall be made ; which Sacks all Dealers in and Carriers of Coals fhall ufe for Carriage of Coals within the Limits aforefaid, and no others, and all Makers of Coal Sacks ihall See 32 Geo. 2, make them of the aforefaid Dimensions at the leaft ; and that every Dealer in and Carrier of Coals, who 27- (hall from and after the firft Day of Augujl one thoufand feven hundred and thirty, make ufe of any other Sack or Sacks for Carriage of Coals within the Limits aforefaid, (hall for every Sack he or they Penalty. What fliall be XIII. Quantity, within the Cities of London and Weflminfier^ or within ten Miles round the fame, ihall con- ftantly keep and ufe at their respective Wharfs, Warehoufes, and other Places for the Sale ot their Coals, a lawful Bufhel, fuch as is defcribed in and by an Act made in the twelfth Year of the Reign of her late 12 Ann. Stat. 2. Majefty Queen Anne, intituled, An Ail for the fpeedy and effectual preferving the Navigation of the River "- * 7 ' of Thames, by flopping the Breach in the Levels of flavering and Dagenham in the County of Effex, and for hfcertaining the Coal Meafure, with which Bufhel all fuch Dealers in and Sellers of Coals,, fhall juftly meafure, or caufe all the Coals they fhall fo fell by the Chaldron or leffer Quantity, to be meafured, and fnall put three Bufliels of Coals fo juftly meafured into each Sack before defcribed, which faid Sacks they fhall ufe, and no other, for the Carriage of Rich Coals to the Buyers thereof; and that all fuch Dealers in and Sellers of Coals within the faid Limits, who from -and after the firft Day of Augujl one thoufand (even hundred and thirty ihall not conftantly keep and ufe fuch a Bufhel and Rich Sacks, as herein be- fore defcribed, and no other, or fliall net fo fill their Coal Sacks from Rich Bufliels, or fhall. other wife offend agajnft the true Intent and Meaning of this Act, (hall for every Rich Offence forfeit and pay the Penattyonufing Sum of fifty Pounds ; and if any Servant or Servants of fuch Dealer or Dealers in Coals fhall, from and other Meaiures. a f ter tae firlt Day of Augujl one thoufand fevea hundred and thirty, fill fuch Coals into Sacks, withoik firft duly meafuring the fame by fuch Bufhel, fuch Servant or Servants fhall for every fuch Offence be committed to the Houfe of Cor'rectio.i, there to be kept to hard Labour, for any Time not exceeding thirty Days, nor lefs than fourteen Days. ' XlV. And forafmueh as it hath hitherto been ufiial for Coal Bufliels and fmaller Meafures to be ' marked or fealed with a hot Iron on the Wood thereof, and that ill difpofed Perfons, before they have ' ironed and fitted fuch Bulhels and fniall Meafures for work and ufe, have cut away the upper Pans ' thereof, fo as they did not contain fo much as the Law directs :' For Remedy whereof, and to prevent Rteafures to be Rich ill Practices for the future, Be it further enacted by the Authority aforefaid, That ail Perfons dealing ftajed or ftafnp'- m Coals, aiid ufing Coal Bufliels and fmaller Meafures, (hall before they prefume to ufe the fame, have them fitted for work and ufe with Iron or Copper, and afte/ they are fo fitted ihall carry them to the Guillhall Lo?idon, or to the Exchequer Office at JFejlminjler, to be fealed or Ramped by the proper Officer there, with a Steel Infti ument on the uppermoft Iron or Copper Hoop and Strap, which Meafures (hall be by them reflectively kept without any Alteration, and fo ufed at their, refpective Places of Sale of their
