An Aft for more effedtually difcouraging and preventing the ftealing, and the buying, and receiving of ftolen Lead, Iron, Copper, Brafs, Bell-metal and Solder, and for more effec- tually bringing the Offenders to Juftite. "HERE AS the pernicious Pra6tice of ftealing Lead, Iron, Copper, Brafs, Bell-metal and Solder fixed to, or lying or being in or upon'Houfes, Outhoufes, Mills, Warehoufes, Worklhops and ' other Buildings, Areas, Vaults, Yards, Gardens, Orchards or other Places ; and alfo the ftealmg of ' fuch Adaterials from Ships, Barges, Lighters, Boats and other VelTels and Craft, upon navigable ' Rivers, in Ports of Entry or Difcharge, Creeks and Docks belonging thereto, and alfo from oft' ' Wharfs, Keys and other Places, is become a great and notorious Evil, by reafon of the Difficulty in ' apprehending and convifting the Thieves, and the ftill greater Diff.culty of difcovering and convicting ' the Buyers or Receivers thereof; which Buyers or Receivers are the principal Caufe of the Com- ' miffion of fuch Thefts ; and in regard that the faid Offi:nces are committed in fuch clofe and clan- ' deftine Manner, that there can be no Witnefs or Witneffes to the fame, but fuch who is or are Par- ' takers of the Offence ; And whereas if the Buyers and Receivers of Lead, Iron, Copper, Brafs, ' Bell-metal or Solder, knowing or having reafonable Caufe to fufpeft the fame to be ftolen or unlaw- ' fully come by, were made original Offenders, and punifhable independent of the Apprehenfion and ' Coavi6tion of the Thief ; and if the apprehending, pfofecuting and convicSfing the Offenders in both ' Kinds were rendered more eafy and fpeedy, it might more effeffually tend to the Difcovery and Sup- ' preffion of the faid Offences :' For Remedy whereof, be it enadle.d by the King's moll Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, Buyers or Re- in this prei'ent Parliament affembled, and by the Authority of the fame.
