' And whereas it would be of great Service to the Inhabitants of the City and Liberty of IVeJI-' ' minjier^ and the faid feveral Parts and Places of the County oi Middhfex^ that the faid Act fhould,
- under certain Reftriflions be further continued ; and in cafe proper Provifions were made for ob-
' viating Mifchiefs and Abufcs which were not forefeen, and not fufRciently provided for by the ' faid former A<Sl, the fame would be ftill of greater Benefit and Advantage to the faid Inhabitants,
- and more efFedually anfwer the Purpofes thereby intended :' May it therefore pleafe your Majefty,
that it may be ena6ted ; And be it enadled by the King's moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parlia- ment aflembled, and by the Authority of the fame. That if the Driver of any Cart loaded with Carter, &c. fraudulentfy Coals, or any Perfon belonging thereto or imployed therewith, fhall deliver or fuffer to be delivered ^'=y"'"S» or fuffering or taken from fuch Cart, any Coals under his Care, otherwife than to or for the Ufe of the OwnerJ^^/^'an, tobe "biic^^ or Owners thereof, and (hall be lawfully convifted in fuch Manner as in the faid A61 is mentioned j whipt, and committed ^ he fhall for every fuch Offence be publickly whipt, or committed to the Houfe of Corredion, there for three Months. to remain without Bail or Mainprize for the Space of three Months. II. That if any Labouring Coal Meter fhall deliver a Ticket Labouring Coal Meter to any Perfon or Perfons for any Quantity of Coals, without having been prefent at, and feen the delivering Tickets for meafuring of the whole Quantity thereof fpecified and exprefTed in fuch Ticket, in every fuch Cafe ^"f^ which he was not the Principal Coal Meters fhall forfeit and pay the Sum of five Pounds ; to be recovered and ap- Srto'be'commTtTerto^ plied in fuch Manner as the pecuniary Penalties, infiided and directed to be levied by the firft men- ha'rd Labour for 30 Days, tioned Act, are thereby ordered, directed and appointed to be levied, recovered and applied refpec- and incapacitated ; and tively : And every Labouring Coal Meter fo offending, upon Complaint thereof made unto any one J.*'.^ Principals to for. or more Juftice or Juftices of the Peace for the City and Liberty of IVeJlminfter^ or for the faid ^"^ 5*' County of Middle/ex, and upon due Proof made to his or their Satisfaction, fhall be committed to the Houfe of Correction, there to remain and bept to hard Labour, for any Time not exceeding thirty Days and fhall be for ever rendered incapable of acting as a Labouring Coal Meter under this Act. 'IV. And whereas by an Act pafTed in the third Year of his prefent Majefty's Reign, it was Claufe in Aa 3 Geo. 2,
- therein enacted, That all Coals fhould be carried to the refpective Buyers, within the Limits ^' ^^'
- therein mentioned, in Linen Sacks, foaled and marked with white Paint in Oil at Guildhall, Lon-
- don^ or at the Exchequer OfHce at JFejhninJler, by the proper OiHcer there; which Sacks fliall be
' full four Feet and two Inches in Length, and fix and twenty Inches in Breadth after they fhall be'
- made : And whereas it has been found by Experience that thcfe Dimenfions have not been quite
- fufficient, by reafon of the great fhrinking of the Sacks from Wet, and other Caufes ;' Be it there-
fore enafted. That from and after the twenty-fourth Day of Decejnber one thoufand feven hundred Sacks to be 4 Feet and fifty-nine, all Sacks made ufe of for the Carriage of Coals within the Limits mentioned in the */"'^^" '?."?. and aforefaid Ad fliall be full four Feet four Inches in Length, and full twenty-fix Inches in Breadth ^^ ^"^h" broad, after they are made ; nor fhall any of lefs Dimenfions be fealed or marked at the above mentioned Offices : And if any Perfon or Perfons dealing in or felling Coals within the Limits aforefaid, fhall 4os. Penalty on ufing ufe or caufe to be ufed Sacks of any lefs Dimenfions than the Dimenfions herein before di reded, ^"^**^^^'^'^'"^^"°"^* every fuch Perfon fliall for every fuch Oflence forfeit the Sum of forty Shillings, to be recovered, j levied and applied, in fuch Manner as the pecuniary Penalties inflided and direded to be levied by the faid Ad of the nineteenth Year of his prefent Majefty's Reign, are thereby direded and ap- pointed to be levied, recovered and applied rcfpedively. V. And for the more effedually preenting any Frauds by falfe Admeafurement of Coals; It is Labouring Coal Meter , hereby further enaded.
