IV. Exchange of Commodities
The exchange of commodities, which is one of the important measures designed for the benefit of the Formosan aborigines, is chiefly conducted by the Police Association of Formosá.
By means of barter, it is intended to soften their wild nature, and at the same time, to help to improve their living, in the hope of gradually elevating them to the status of sell-supporting people.
