He was in marked opposition to the eastern policy of the Gladstone ministry, 1S80 S5, and was on terms of friendship with Prince Bismark. He was somewhat of an " opportunist " in his politics, and did much towards reconciling the Magyars of Hungary to the rule of the house of Hapsburg. He is thus spoken of in " the Westminster Gazette." " He was singularly lacking in the personal gifts by which most men win popularity ; but the Emperor believed in him. . . . His appearance was very odd. His head was so long and narrow as to seem almost deformed, and his thin face and hawk's nose and deep keen eyes, reminded one more of an old-time Spaniard than an Irish- Austrian. He wore his hair long, reaching almost to his shoulders and his old fashioned silk hat was usually 3tuck on the back of his head."
