Explanation of the Acts of Parliament made in- favour of the Lords of SeJJlon, anent twelve pennies of the pound to be payed in decreetes , to be given hy, .the /aids Lords hereafter. OUR SOVERAIGNE LORD, And Eftates of Parliament , for explanation of the former Adls of Parliament , made in favours of the Lords of Seffion , anent twelve pennies of the pound : Statute and ordaine , that whenfoever the faids Lords mall decerne and ordaine 1 z. pennies of the pound to be payed in any decreet or fentence to be given or pronounced by them at any time hereafter ; The fame fhall no wayes be payed by the parties, purchafers and obtainersof the faids decreetes and fentences, butbythefe parties allennerly , againft whom the faids decreets and fentences lhail happen to be obtained and purchafed : And the booking and extracting of the fentences ihall not be ftayed for the not payment making of the twelve pen- nies of the pound , by the purchafers and obtainers of the faids decreets. ACT XXVIIJ "Pardon ofPenal Statutes. OUR SOVERAIGNE LORD, Confidering that the precife and rigorous exa&ion of the pains arbitrarie and pecunial , adjected to penal ftatutes heretofore made , would prove a burden to his Maje- fties Lieges heavie and infupportable , if by his Majefties grace and favour they fhould not be eafed and libe- rate of the fame ; In confideration whereof his Majeflie in this his firft Parliament , holden in this his ancient and native Kingdome , being willing to give eafc and reliefe to his fubjects of the forefaid burden : Hath therefore been gracioufly pleafed with confent of the Eftates of Parliament , to difcharge , freely pardon and remit , and by thefe prefents difcharges , freely pardons and remits all contraveeners of any of the faids penal ftatutes for all deeds done by them contrary to the tenourofthe fame ftatutes in time by-gone. Ex- cept only the ftatutes concerning wearing and bearing of Hagbuts and Piftols , Taking of unlawful ufurie, Tranfporting of money and gold , Slaying of red and black< fifh, with the penalties incurred by the concealers of annual-rents , and wrongous up-givers of the inventars of their moneys. Which are no-wayes difcharged bythisprefentAct, nor comprehended under the fame. ACT XXVIII. Ratification in favour of the Vicount of Sterling, of the Infeftments and flgnature granted to him of the 'Dominions of new Scotland and Canada in America, and Privi- ledges therein contained, and of the dignity and. order of Knight Bar- ronets , and Ac! of Convention ef Eftates made there anent. o UR SOVERAIGNE LORD, and Eftates of this 1 prefertt Parliament , ratifle and approve all Letters Patents , and Infeftments granted by King J A MES the Sixth, of blefled memorie , or by our faid Soveraigne Lord , unto WilliamVicountoj Sterling, and to his Heires and Affigneisof theTerri-. tories and Dominions of new Scotland and Canada in America; and efpecially the Patent , Charter, and Infeftment granted by his Majefties umwhile deareft Father of worthie memorie, of new Scotland ', of the date the tenth day of September, the year of God, 1611. Item, another charter of the fame , granted by his Majeflie, under the great Seale, of the date the twelfth day of July, 16x5-. yeares. Item, another Charter and Infeftment granted by his Majeflie of tie Countrieand Dominion of new Scotland under the great Seale, of the date the third day of May , 16x7. yeares.
