Restoring the Union
Tennessee did not act upon it at all. Kentucky, Maryland, Delaware, California and Oregon rejected it. New Jersey at first rejected but afterward accepted it. New York ratified it and then rescinded its ratification. With the secure embodiment of this amendment in the Constitution, the legislative work of the Republican party for confirming the results of the war and for adapting the nation to the new conditions which followed the war seemed to be complete.
