These docks should pay the city handsomely. Mr. Murphy says they shouldn’t; he is wise, as Croker was before he became old and garrulous, and, as Tammany men put it, “keeps his mouth shut,” but he did say that the docks should not be run for revenue to the city, but for their own improvement.
