Another great evil was that, in spite of express prohibitions, state officials drew upon the proceeds of the tobacco monopoly. The following table illustrates the state of the treasury (1846):

A poll tax was thought of by Rejón, but evidently the government dared not propose it (73Bermtidez de Castro, nos. 332, res., 346, 1846).
