10. What Scott called his "little cabinet" consisted of Col. Totten (chief engineer), Lieut. Col. Hitchcock (acting inspector general), Capt. Robert E. Lee (engineer) and H. L. Scott (acting as military secretary). Col. James Bankhead was chief artillery officer, Capt. Huger was acting chief of ordnance, and Maj. Turnbull was the chief topographical engineer (Sen. 1; 30, 1, pp. 239-40). Col. Harney commanded the regular cavalry, and Capt. Edson commanded three companies of marines loaned by Conner, and temporarily attached to the Third Artillery. At this time the engineers, artillery and cavalry were kept by Scott under his immediate orders. While at Lobos Islands he laid down the rule (65gen. orders 33) that every project of siege or bombardment should first be discussed between the senior engineer and artillery officers and then reported to him for approval or amendment.
