the production and recognition of human worth, and in the detection and extinction of human unworthiness; and every Government which produces and recognises worth, will also inevitably use the worth it has found to govern with ; and therefore fall into some approximation to such a system as I have described. And, as I told you, I do not contend for names, nor particular powers—though I state those which seem to me most advisable; on the contrary, I know that the precise extent of authorities must be different in every nation at different times, and ought to be so, according to their circumstances and character; and all that I assert with confidence is the necessity, within afterwards definable limits, of some such authorities as these; that is to say,
